Principals
Peter J. Tropman, Principal and Senior Consulting Partner
Peter J. Tropman joined TMG in 1987 and became co-owner (with Virginia L. Graves) in 1992. Mr. Tropman has facilitated highly successful demonstration projects on the application of total quality management principles and practices for home and community-based care. He developed TMG's Service Quality Improvement methodology, and led coordinated research and design activities to develop a customer-driven quality assurance and improvement program. He has also led TMG's efforts to develop state-of-the-art tools and processes to assess the quality of community-based service delivery systems, care management and residential care services and consumer outcomes. He oversaw the development of data collection and utilization strategies and educational services targeted to support the service quality initiative. Mr. Tropman also assisted county-based delivery systems to implement a managed care system for the delivery of outpatient mental health services for Medicaid populations.
Before joining TMG, Mr. Tropman served 10 years (1977-87) as the policy and budget officer for the Wisconsin Department of Health and Social Services. He chaired the departmental Community Long Term Support Management Team that developed Wisconsin's community long-term care programs including the Community Options Program (COP) and related Medicaid waivers. Mr. Tropman also served three terms in the Wisconsin State Legislature (1973-1977). He was the chief of staff for the mayor of Madison, and served as the executive director of the United Way of Wisconsin. Mr. Tropman has a M.S. in social work, and has taught graduate level courses in public policy and long-term care at the University of Wisconsin - Madison Schools of Business, Public Policy, and Social Work.
Virginia L. Graves, Principal and Senior Consulting Partner
Ms. Graves joined TMG in 1993 and currently directs its products and services to managed care organizations (MCOs). Ms. Graves oversees TMG's comprehensive regulatory and compliance activities for Wisconsin-based managed care organizations licensed to serve commercial and government-payer populations. Ms. Graves works with organizations to support their efforts to review and implement a broad range of government payer programs. She provides comprehensive services to facilitate the planning, implementation and ongoing support for innovative, managed care models that provide integrated health, long-term care and community-based services to targeted populations. Ms Graves also facilitates Business Development and expansion activities for Wisconsin's Partnership Programs.
Prior to joining TMG, Ms. Graves served from 1988 to 1993 as the first Executive Director of the Association of Wisconsin HMOs (Association of Wisconsin Health Plans). She directed all aspects of government and regulatory activity for 23 Wisconsin-based health plans. As Executive Director, she represented HMOs in the successful implementation of Wisconsin's first Medicaid managed care initiative for AFDC (TANF) eligible women and children. She was also a member of a broad-based public policy forum directed to develop recommendations for affordable health care for all Wisconsin's Citizens. Ms. Graves also served as Legislative Liaison for the Secretary of the Department of Health and Family Services, coordinating all the Department's legislation and administrative rule activity.
Donald E. Percy, Founder and
Chief Operating Officer
Mr. Percy, TMG’s founder,
returned in 2007 as its Chief Operating Officer. His primary focus is
overseeing management team development, optimizing core systems and processes,
and directing strategic business development initiatives. He also provides
selected executive consulting services. Mr. Percy’s current and prior consulting
activities include medical clinic management and HMO development, strategic plan
development and implementation, board governance, organizational development,
management collaboration, human services administration and financial services
management. He has served as a management consultant to many organizations,
boards and chief executive officers.
Mr. Percy was an
executive
trainee with a federal
agency that preceded NASA during the formative years of space exploration. He
was a University of Wisconsin System official during the 1960s and early 1970s.
He served five years as secretary of the state Department of Health and Social
Services from 1976 until 1981. He founded TMG in the mid 1980s and left to serve
as president and chief executive of the UW Credit Union for 10 years. He also
made career stops at Princeton University and as president and chief executive
of the Jackson Clinic in Madison. After retiring from the credit union in 1999,
he formed and became president of the Bardish Group, a management consulting
firm and then returned to TMG, January 2007.
Consultants and Project Managers
Gail Nordheim, Senior Consultant
Ms. Nordheim joined TMG in 1999, and manages its government contracts for
long-term care quality assurance as well as its Mental Health/AODA services and
Information Services. Ms. Nordheim has over 25 years of management experience in
human services and state and local government. Previously, Ms. Nordheim served
as Director of Administration for Dane County, Wisconsin, overseeing all aspects
of internal county operations including budget, personnel and information
management. She served as Long Term Care Policy Analyst for the Wisconsin
Medical Assistance Program, where she managed nursing home rate setting, and
held positions at the WI Department of Agriculture, Trade and Consumer
Protection and the WI Legislative Fiscal Bureau. Ms. Nordheim holds a BA in
Economics from the University of California and a MA in Public Affairs from the
Hubert Humphrey Institute, University of Minnesota.Philip E. Davis, Communications and Product Development Specialist
Mr. Davis develops, writes, edits, and oversees the publication and production of informational materials and training curricula. He also develops new products, oversees marketing efforts and edits materials for the company's website. At TMG, he has co-written, and produced the video for, the Supportive Home Care Training Manual, developed and written a statewide safety training curriculum for case managers working with people with developmental disabilities, and is leading development on an ethics and boundary training curricula for case managers working in the long-term care field. Prior to joining TMG in 2000, he was a Senior Editor at the University of Wisconsin-Madison and a Communications Specialist at an educational publishing company that produces assistive technology and learning and life skills materials for people with developmental disabilities. Mr. Davis has many years of experience working in journalism, public relations, marketing, and educational curricula development. He received his B.A. and M.A. degrees in Journalism and Mass Communications from the University of Wisconsin- Madison.
Lynn M. Retan, Director of Compliance and Regulatory Projects
Ms. Retan works closely with managed care organizations and health plans to assess and evaluate their status with regard to compliance with federal and state laws, and additional requirements for managed care organizations in Wisconsin. Since joining TMG in 1996, Ms. Retan has been responsible for coordinating numerous projects, writing and producing reports and manuals, and designing data formats. Her work also includes budget development and analysis, as well as research and data analysis. Ms. Retan has an extensive background in systems and project management, having served as Information System Coordinator at the Marine Corps Air Station in Iwakuni, Japan and System Administrator for both Jardine Insurance Brokers in San Francisco and Hawaii Heart Association in Honolulu, Hawaii.
David M. Verban, Coordinator of Information and Analysis
Mr. Verban joined TMG in 1998 as a consultant for quality care, working with local service systems to improve the quality of long-term care in the state of Wisconsin. His current responsibilities include working with clients to improve the performance of their Information Management Systems. He also manages the company's databases and produces both routine and specialized analytical reports from data collected by TMG. With a background in community based human service delivery, Mr. Verban has developed and managed employment initiatives for adults with disabilities in DuPage County, Illinois and Madison, Wisconsin. He was a charter member of the Community Exchange Project, a leadership development program created by the Madison Area Quality Improvement Network, and has helped non-profit organizations develop organizational visions and strategic plans. Mr. Verban has a Bachelor of Science degree in psychology and a Master of Arts degree in special education. He has taught courses in special education and vocational education at the University of Wisconsin - Stevens Point and the College of DuPage in Glen Ellyn, Illinois.
Heidi Pankoke, Senior Consultant
Ms. Pankoke recently joined The Management Group as a senior consultant
providing consultation and project management. Previously, she was a public
sector consulting manager for Virchow, Krause and Company, specializing in
management audits, operations reviews, human resources consulting, executive
recruitment for local government, and performance measurement and evaluation for
counties, municipalities and school districts. She was the project manager for
numerous other county studies (Brown, Dane, Eau Claire, Lafayette, Polk and
Waukesha), including a comprehensive seven-month human services study for Brown
County, the Dane County Joining Forces for Families performance measurement
project and human services provider agency study, a review of vocational
rehabilitation services to disabled individuals in Eau Claire County, and a
human services review for Polk County. Ms. Pankoke has also provided management
consulting and strategic planning services to non-profit human services agencies
in Madison, including the Wisconsin Council on Children and Families, and
managed a budget and program analysis for the state Department of Health and
Family Services. She was the project manager of the merger study of the City of
Beloit and Rock County Health Departments, and the project manager for a budget
planning and reduction project for Rusk County, where her efforts are focused on
health and human services functions. Heidi is also currently a project
consultant for the review of the Sheboygan County Health and Human Services
Department.
From 1989 to 1995, Ms. Pankoke served as executive assistant to the Brown
County Executive, where she served on the county’s management team and
four-person budget team, on a statewide county health and human services
steering committee and on an interagency taskforce to evaluate community human
services needs. Ms. Pankoke was also a legislative services coordinator for the
Wisconsin Counties Association, where she specialized in human services policy
and funding issues and provided staff support to the statewide county human
services board members and directors association and the county nursing homes
association.
Staff Consultants
TMG also employs a team of Staff Consultants. Offering solid backgrounds in social work, human services, health care, and nursing, TMG's Staff Consultants have years of direct experience as care managers, direct service providers and supervisors. Collectively their experience encompasses a full range of long-term care target populations. At TMG they have experience in consumer interviewing, care plan reviews, system and management reviews, training, and quality improvement project facilitation and management. Each is selectively available to work on specific projects in which expertise and experience is relevant.
