Long-Term Care Quality Assurance Program

TMG provides Plan Review and Certification. This consists of conducting record reviews for individuals seeking new plan certification, annual recertification, or care plan update approval under the Medicaid Community Integration Program II (CIP II) and Community Options Program Waiver (COP-W). These waivers use Medicaid funding to serve the elderly and physically disabled in their homes and communities.

TMG conducts detailed monitoring reviews for half of Wisconsin's 72 counties each calendar year. The reviews involve on-site record reviews to assure technical compliance as well as home interviews with program participants. These assure that basic health, safety and service needs are addressed, as well as participant outcome achievement and overall satisfaction.

TMG provides a comprehensive set of training and technical services to local agencies. Technical assistance documents are produced and distributed bi-monthly; technical assistance is provided on an on-call/on-demand basis to care managers and supervisors; and individual counties are provided specialized technical assistance on an as needed basis.

TMG provides Data, Information Management, Analysis and Reporting by maintaining an operating system/database and set of ancillary automated systems. These are maintained to support all required functions as well as provide regular reports and analysis of performance and results.


Wisconsin Family Care Quality Services
Wisconsin Office of Strategic Finance
July 2000 - June 2002

For the Office of Strategic Finance TMG secured, oversaw, and contracted with The Council on Quality and Leadership to provide a set of interrelated training, member outcome assessment, and analytical services in support of the Family Care Program's initiative to assess member outcomes.

TMG also recruited, hired and placed six FTE Quality Consultants in the Office of Strategic Finance. Staff was provided on a leased employee basis. The Office of Strategic Finance housed and supervised these positions. TMG provided 3.0 FTE to the Office to conduct plan review and member outcome interview services in the Family Care and Wisconsin Partnership Program.
